I believe the message pertains to the person who you are trying to send a PM to. Meaning, the recipients inbox is full.

Im concerned this guy may be a bot. If he doesn't post again, someone ban his account.

Yeah if he knows someone in the forums wouldn't he have their AIM or yahoo messenger S/N already? And could just as easily send an IM, or email? What would be the point to send a PM....
