HDR makes things pretty. Lots of gamers love pretty graphics; however HDR is not a great thing to have enabled when you're playing an FPS because it makes the gameplay more realistic (e.g. YOU WILL DIE).
Due to the fact that HDR mimics the effects of sunlight on your eyes, having such a thing enabled whilst playing against 12 people who don't will put you at a disavdantage. And I know who you people are too, because I snipe you from in front of the Sun and you're all like "WHAT?! I couldn't even see him! IMPOSSIBLE! OMG!!!!1!one."
if you have a uber system and it still lags you gotta be a uber noober at setting your system up. woot. Ha

The lightning effects are superb. I especially enjoyed coming out of the sewer, into the light, and having my eyes adjust. The map isn't too graphically intense to cause me many frame losses, but it does have it's occassional lag. I'd give it a 7. And I do find it is one-sided: for the CTs.
