It simply depends on the file format. For example:
.bmp loads from bottom to top
.gif (non interlaced) from top to bottom
.gif (interlaced) spits out pixelated image then gradually becomes more clear
.jpeg, .jpg (non progressive) from top to bottom
.jpeg, .jpg (progressive) spits out blurred image then gradually becomes more clear
The question you should be asking is "Why the frick are all your images non-compressed .bmp when you could be getting the same visual quality from your images if they were compressed .gif and would be 1/10th the file size?"
The answer to that... we may never know.
